Asset Owner Team – Mechanical Design Engineering
Role Description and Expectations
Introduction
In order to ensure consistent implementation of RTIP standards and Program design criteria across the Joint Venture program, the RTIP Design Engineering Team (DET) was formed. The DET is comprised of the Design Engineering Team Leads for Piping, Civil Electrical, Instruments, Mechanical, PCE, Materials, Buildings, etc.
The DET developed RTIP standards which were based on Dow’s requirements, were supplemented with Saudi Aramco standards and design criteria and represent a unique set of standards for RTIP.
During EPC, the Program Core Design Engineering Team will continue to maintain the RTIP standards and core documents provide technical guidance to the Asset Teams and administer the Management of Change process.
Additional Design Engineering resources will be assigned to the Asset Owner Teams.
The general roles and expectations for these Asset Design Engineers are described in this document.
Role Description
- The primary role of an Asset Design Engineer is to deliver the technical know-how of the Owners to the design via implementation and interpretation of Owner technical requirements. The intent of the role is to provide the technical content that is unique, not supplement or replace otherwise competent engineering support.
- An Asset Design Engineer is responsible for Owner’s technical oversight across one or more groups of related units a (plant) referred to as “envelopes”, and ensures that the Detailed Design Engineering deliverables are in accordance with RTIP Loss Prevention Principles (LPPs), Standards Library, and design criteria.
- An Asset Design Engineer actively participates on the Program Design Engineering Team (DET) network. Asset Design Engineers function as the Owner’s discipline specialists. This includes leveraging learning’s to the Program Core DET and other Asset Teams.
- Asset Design Engineer provide technical support on their project and are the primary project points of contact / focal points for their discipline within defined discipline work processes.
- Asset Design Engineers will be located or expected to travel to the detailed engineering contractor’s office as needed to complete reviews, attend multifunctional meetings, etc. Preferred location is at the detailed engineering contractor’s office. This may be full time or part time as appropriate to the assignment.
General Key Deliverables and Activities
Key activities and deliverables that the Program Mechanical Team Leader is accountable for include:
- Function as a member of their assigned Asset Team.
- Implement the EPC design review process. Assure that activities remain within the boundaries of the plan or are properly communicated and approved.
- Participate in the Discipline subgroup of the DET (Design Engineering Team) and leverage learning’s to other team members.
- Participate in key multifunctional review meetings as specified in the TAP.
- Participate in reviewing the Envelope’s RFV’s/RFC’s (Request for Variance and Request for Clarification) prior to formal issue by the Project Team.
Provide technical guidance and interpretation of RTIP standards and requirements which will in many cases, preclude the generation of potential RFVs/RFCs.
- Work integrally with Owner and contractor teams to proactively identify cost savings and opportunities for improvement.
- Drive standardization in accordance with Program requirements.
- Drive project goals and objectives at the technical level.
- Be an ambassador for the “RTIP” way.
- Train resources on RTIP Standards and Design criteria.
- Support the Owners team in the specification and procurement of Mechanical Equipment.
- Potentially provide Technical support during construction and commissioning to insure the installations and system operation comply with RTIP standards.
Mechanical Key Areas of design support and review
Asset Mechanical Design Engineers will be accountable for ensuring that RTIP standards are implemented in the following key areas of Building design:
- Mechanical Datasheets and Drawings
- Technical Procurement Documents
- Technical Bid evaluations
- Supplier Documents
- Mechanical Inspection
- Safety and Environmental Reviews
- Design Model Reviews(e.g. Constructability and Maintenance Access)
- Construction Documents and Packages
- Attend Supplier Kick-off Meetings for Critical Mechanical Equipment
Expectations
- All activities will be conducted safely and in a manner consistent with RTIP practices.
- Maintain a close working relationship with Project Managers, Project Engineers, Manufacturing Representatives, and Maintenance/Reliability Representatives to achieve project objectives.
- Ensure that program criteria and requirements are fully executed by the project teams, suppliers and engineering contractors.
- Ensure that any deviations from RTIP Standards or Program Core Documents follow the formal request for variance process. Engage parent company SME’s as needed to validate solutions.
- Communicate key learning to Program Core DET Discipline Lead in a timely manner to insure that the value of such learning is leverages across the program.
- Ensure that program criteria and requirements contained in the Program Core Documents are fully executed by the project teams, suppliers, and engineering contractors.
- Effectively communicate key information to the appropriate stakeholders in a timely fashion.
- Maintain an Owner’s mentality while providing technical oversight of contractor deliverables.
General Knowledge & Skill Set requirements
The Mechanical Asset Design Engineer should have the following knowledge and skills:
- A firm understanding of RTIP standards, Criteria, Philosophies, Strategies, Loss Prevention Principles, Approved Suppliers List and work processes.
- Strong technical knowledge in rotating and packaged mechanical equipment technologies for the chemical process industry including, but not limited to, pumps, compressors, gears, steam turbines, lubrication, seals, couplings, fans, mixers, cranes/hoists, and process refrigeration
- Experience with solids handling and fired equipment technologies is needed for some envelopes
- A strong understanding of applicable API and ASME industry standards for mechanical equipment and components
- The ability to balance and prioritize competing activities
- A strong desire and ability to implement RTIP requirements, even in the face of barriers and different/strong “persuasive” positions from internal and external partners, and engineering contractors
- Ability to evaluate various design alternatives and apply the best long term solution where no firm technical requirements exist
- Ability to work collaboratively with Detail Design Contractors to assure effective implementation of RTIP Owner requirements
- An understanding of Project execution Work Processes for executing large projects. Knowledge of the Operating Disciplines of the technical areas is also needed
- Ability to build effective relationships with external and internal partners
- A strong bias for taking action to resolve issues that impact project success
- Ability to influence and motivate team members to achieve project objectives
- Effectively “Leverage in” key learning and SME support when required.
Mechanical Knowledge & Skill Set requirements
An Asset Mechanical Design Engineer should have the following knowledge and skills:
- Preferred 10 plus years of experience associated with the design, and installation of Mechanical equipment.
- Preferred experience working with owner’s Mechanical support personnel during FEED and EPC phases of the projects.
- Thorough knowledge in the design/constructions methods in Industry Standards (e.g. API and ASME).
Travel & Relocation requirements
Relocation to Detailed Design Contractor offices and the construction site may be required.
